Technology has to be embraced!! there are a number of platforms out there already. Like most systems though its only as good as the information that’s put in it. Therefore we set KPI’s for individuals to input and record this information in a timely manner. If they your staff are not incentivised or motivated to do it then they wont. When its part of their KPI’s that effect incentives, pay reviews etc you soon get a buy in.
