Applications for payments issued at 10.00pm - Should these be as being received the next following day ??
If Applications for payment issued at 10.00pm Friday evening - Should these be treated as being received the following Monday morning ??

I would always treat a payment received at any time up to 1200 as being on the day it was issued, that way you avoid any chance of not meeting the periods for issuing certificates and Payless notices etc.
