Question

What is the contractual/legal position when a Payless Certificate is issued by the payer to the payee for a certain sum but the payment actually received by the payee is less than the sum on the Payless Certificate?

@Mike Barrett if the payless notice is valid (and that might be a big if) then its likely to be a clear breach but as ever depends on exact wording of the contract agreement.
