Things are busy, but is the sector really recruiting?

Background: One of my hats is CEO of the CSTT. We offer a free schools programme that helps teachers introduce the Built Environment to students as they deliver the core GCSE (and soon A-level) Geography curriculum. It hits all the public sector buttons and takes very little effort for the 210 teachers already signed up, and ideally visiting employers, to use. Happy to share more, but that is not the point of this question.
Question: I get lots of approches from young people wanting to join the sector, many in surveying as that is our background, but I don't see the confident recruitment the press, and big companies seem to be speaking of. Is my impression that the majority of the sector still lacks the confidence to recruit? Is it just surveyors? Am I speaking to the wrong people? Are only already qualified people wanted?
