Does the sector understand business change?

Question

I engage with lots of companies across the whole sector. Very few seem to budget for, or appreciate that to drive business change they need to set a direction and lead change from the top across the business. Am I expecting too much?

I've been giving this quite a bit of thought as it is a very interesting point you make. In a couple of the larger plc contractors I have seen in recent years unfortunately the drive for change approach seems to be that the changes have to be self financing or are given by the need to reduce costs or overheads.
Strangely also funding always seems to be available for employing management consultants often who lack any experience in construction.
Where a self financing approach is adopted it has a significant limitation on the change that can be achieved and also assumes that everyone can and will devote time in the working day to the change. However the key issues often missing are
1. Leadership
2. A clear picture of what the end goal is intended to be
Driving greater productivity in our industry is one of the main issues / themes we need to address.
