What are the implications of allowing new tenants onto a on-going building site of a housing development; Are there insurance implications ? ….any others ??

My questions would be …..
1) Why are new tenants being allowed onto an on-going building site?
2) Has a fire risk assessment been carried out for the building site with regards the existing tenants?

I recently was asked to carry out a fire risk assessment of a housing association development where substantial building works were being carried out and no consideration had been made of the safety of existing tenants.
